Currently, new proposals can be generated by whitelist addresses (wallet addresses of the development team). Proposed ideas will come from the development team and community-driven suggestions on Elpis Forum.

When the system is activated and operated smoothly, we will extend the right to generate proposals to reputable members of the Elpis community and wallet addresses that hold a certain amount of xEBA.
